Shawn Black, Executive Director

Before becoming the Executive Director of the Oklahoma Association of Youth Services (OAYS), Shawn Black was previously employed as a Senior Fiscal Policy Analyst with the Oklahoma State House of Representatives. During his thirteen-year tenure with the State Legislature, he staffed the Appropriations and Budget subcommittee on Health and Social Services and the Appropriations and Budget subcommittee on Human Services. Mr. Black's professional experience includes accumulating a wealth of knowledge on Oklahoma state government and the legislative process, fiscal and policy analysis, and program planning and evaluation. In the role of Executive Director, Mr. Black is responsible for managing Association state office operations; and representing the interests of the Association during budget, program and system development negotiations with the Oklahoma Legislature, Governor, Office of Juvenile Affairs, Department of Human Services, and other health and social service agencies throughout Oklahoma. Mr. Black holds a Master of Business Administration degree in Finance from the University of Central Oklahoma.

Vicki Craig, Office Manager

Vicki Craig began her 18-year career with Youth Services in 1985 as a Secretary at Mid-Del Youth and Family Center in Midwest City. After working at Mid-Del for 6 years, she went to work for Moore Youth and Family Services where she served as the Office Manager. During her tenure there, she developed expertise in the use of the State of Oklahoma juvenile tracking data system. In 1997, the OAYS state office was opened and Ms. Craig was hired in her current position of Office Manager.


David Jordan, Program Specialist, Peer Review and Accreditation

David Jordan possesses ten years of experience in the behavioral health field: which includes hospital based day treatment, adolescent residential group homes, and outpatient behavioral health services. His previous job was Billing Coordinator for Mental Health Management Services, a company that assisted youth services agencies in billing Medicaid for behavioral health outpatient services. David Jordan currently serves as a Program Specialist for the Oklahoma Association of Youth Services. In this role, he provides training, technical assistance and support for youth service agencies. His other duties include ensuring agencies maintain Commission on Accreditation of Rehabilitation Facilities (CARF) accreditation and peer review. Mr. Jordan holds a Bachelor of Science degree in Agricultural Economics with an emphasis in accounting, business and marketing from Oklahoma State University.

W. LeRoy Smith, Consultant

LeRoy Smith began his career in youth services with his involvement in developing the first statewide Oklahoma Juvenile Parole Service. His professional expertise includes a broad background of planning; program development and management; and outcomes evaluation in a number of states throughout the southwest. As an Instructor with Southern Illinois University, Central Texas College and the University of Oklahoma, he has developed curriculums leading to: degrees in Human Relations with emphasis in Juvenile Justice; certification standards for corrections workers; and an Associate Degree in Juvenile Justice. Currently Mr. Smith is a Consultant for OAYS. In this role, he provides youth service agencies with training, evaluation, technical assistance and support regarding state and federal grants, contracts, programs and agency financial operations. Mr. Smith attended the University of Central Oklahoma and Tulane University. He holds a Master’s Degree in Social Work from the University of Oklahoma.
